The essence of a Hub and Spoke network is that all computers are connected to the Hub node(s), which handle all communications with the other computers.  This type of network is something you would setup in the situation of having a central file server(s), in addition to monitoring the traffic that goes over it. In that situation, you would want all the computers to connect directly to the File Server(s), as you can control access to all shared data through those Hub(s), and can even prevent the users from directly linking to everyone else if you so desire.
